PROCLAMATION- DRUG COURT MONTH MAY 2005
WHEREAS, North Dakota's adult and juvenile drug court programs provide the focus and leadership for community-wide, anti-drug systems, bringing together criminal justice, treatment, education and other community partners in the fight against drug abuse and criminality; and
WHEREAS, drug court programs combine intensive judicial supervision, mandatory substance abuse treatment, drug testing, and sanctions and incentives to break the cycle of drug addiction and its resulting crime; and
WHEREAS, North Dakota's judges, prosecutors, defense attorneys, treatment and rehabilitation professionals, law enforcement and corrections personnel, researchers and educators, state and community leaders and others dedicated to the drug court program have had a profound impact through hard work and commitment; and
WHEREAS, this year marks the 5th anniversary of the East Central and Northeast Central Juvenile Drug Court Program and three years for the South Central Juvenile Drug Court; since its inception, May 1, 2000, North Dakota's juvenile drug court program has had 50 successful graduates; and
WHEREAS, North Dakota citizens are encouraged to recognize the practitioners and participants who make drug courts work and the significant contributions that such a program has made, and continues to make, in reducing drug usage and crime; and
NOW, THEREFORE, as Governor of the State of North Dakota, I do hereby proclaim May 2005, DRUG COURT MONTH in the state of North Dakota.
