When insurance fraud happens, everyone pays the price. Estimates show that fraud is responsible for increasing auto insurance rates by more than ten percent. As insurance commissioner, I will work to increase criminal penalties for fraud and will aggressively prosecute those who prey on seniors and our most vulnerable citizens.

At the same time, there is tremendous abuse in the insurance marketplace -- abuse that may not be criminal but is nonetheless unfair and costs consumers millions of dollars.

Frivolous lawsuits are a significant cost driver in California, and our state is one of the most litigious in the nation. As Insurance Commissioner, I will clamp down on lawsuit abuse and end the cozy relationship that trial lawyers enjoy with the Department of Insurance.
