Access to care: Clarence believes that healthcare is a right for all and not simply a privilege for some. As such, Clarence will strongly support efforts to expand care to those who are in need.

Quality of care: The healthcare system is slow to adopt measures that improve the quality of care while reducing wasteful spending and unnecessary procedures at the same time. Clarence will strive to ensure that Maryland leads the way in securing better value and quality from the care we receive.

Affordable Care Act (ACA): Much of the implementation of the ACA has been left up to the state, and progress has been challenging to date. Clarence will work to ensure that there's accountability and oversight in the state's healthcare exchange program and the expansion of Medicaid enrollment.

Health of the community: As a preventive medicine physician, Clarence believes it is important that more resources are devoted to keeping people healthy. Clarence will advance health promotion programs that aim to reduce chronic diseases and cancers, improve diet and exercise throughout our community, and incentivize businesses to develop wellness programs.
