Universal Pre-K: As the board chairperson of Howard County's Head Start program, Clarence recognizes the value of early childhood education and the lasting impact it can have on a child's academic development. Pre-Kindergarten is instrumental in setting up our children for future successes and should be available to all children, regardless of family income.

Public schools: Clarence is committed to ensuring that our public schools remain one of the top-tiered systems in the country. His commitment is recognized by teachers throughout Baltimore and Howard Counties--Clarence is endorsed by the teachers associations in both areas.

Higher Education: Clarence will support measures to keep higher education affordable for all those who wish to attend. The state must continue to invest in our community colleges where enrollment has risen dramatically over the last several years.
