The games must stop. Texas politicians must be stopped from using the same budgetary gimmicks that are used in Washington D.C. The reality is that the 82nd Legislature "balanced the budget" by using those gimmicks. I support moving to a zero-based budget system so that each department and program has to justify its use of tax dollars every biennium.
