Issue Position

This year's Medicaid budget, at more than $52 billion, eclipses many state budgets and is quickly approaching New York State's 2000 total enacted budget of $77.5 billion dollars. As a Chemung County Legislator I have had the opportunity to witness Chemung County Executive Tom Santulli's determination and drive to overhaul this bloated government program. He has demonstrated with the help of software from Salient Corporation dramatic savings that can easily be accomplished. Currently thirteen counties are using the software and have shown that more than $60 million could be saved if Medicaid recipients were required to use generic drugs when appropriate.

Chemung County also, recently opened its Medicaid Home, the first in the state. This is an attempt to provide quality medical care for Medicaid recipients by providing while reducing the cost to the local taxpayer by reducing the inappropriate use of the emergency room and other medical services

These are success stories that should be replicated statewide.
