Kavanagh also introduced sucessful bills to reduce unnecessary government regulation. When a local daycamp was in danger of closing due to excessive fees and over-regulation, Kavanagh changed the law. When the local owner of beauty salons complained because state law required that salon managers who did not perform hairdressing duties be licensed as hairdressers nevertheless, Kavanagh changed the law. Deregulation and constituent services are important to Kavanagh.
