Taxes are a fact of life. However, I firmly believe that tax rates and the types of taxes should be constantly reviewed to make certain that our citizens pay no more taxes than are required to provide necessary services. The Governor and the Georgia Legislature took a big step forward last year when they decided to initiate Zero Based Budgeting in state government. State agencies will now have to justify every aspect of their budget during budget hearings rather than just discussing changes to their previous year's budget. I firmly support a continuation of this process to ensure that only those state activities that provide necessary functions continue to be funded. At the federal level, we most certainly need a review of our tax system when the release of the income tax returns for both of this year's presidential candidates, who are both multi-millionaires, showed they paid a smaller percentage of their income taxes than many middle class working people. I fully understand that no one wishes to pay more taxes than is required and if I were them I wouldn't have paid anymore either. However, the tax system that allows this to occur is certainly not equitable and is inherently unfair!
