Additional tort reform measures must be enacted to create a climate in Texas in which businesses can thrive and that create a more fair and balanced justice system. This includes working to institute a true loser-pays system, encouraging the use of Alternative Dispute Resolution procedures such as mediation and arbitration, cutting back on wasteful discovery methods and eliminating needless juror profiling.
