The House also passed a highway funding bill that extends federal highway programs through the end of September, but that also includes a provision to approve the Keystone XL Pipeline. It would require the Federal Energy Regulatory Commission to approve a permit for the pipeline within 30 days of the project submitting an application. Under the bill, if the FERC fails to act on the application within 30 days, the permit would be deemed approved.
