Transportation and Infrastructure are key components of economic development efforts in North Carolina and the fifth district. During my time in Congress I have worked to bring accountability to the Highway Trust Fund by introducing H.R. 687, the Highway Trust Fund Reform Act. By repealing wasteful and outdated Davis-Bacon wage requirements that apply to federal highway and transportation construction projects, H.R. 687 would reduce Highway Trust Fund expenditures by 10-15 percent. This legislation would create jobs, avoid a harmful fuel tax increase, and prevent another costly bailout by saving the Highway Trust Fund in a fiscally responsible manner.
