Governor Signs Smoking Legislation

Gov. Mike Rounds signed a bill Thursday to eliminate smoking in all restaurants and bars in South Dakota, effective July 1.

The new law adds to the existing ban on smoking in other businesses and public buildings. It makes exceptions, however, for tobacco shops, currently existing cigar bars, and lodging rooms.

"We all recognize the health hazards of smoke and secondhand smoke. After serious deliberation, the Legislature decided to create a smoke-free environment in restaurants and lounges," Gov. Rounds said.

The Governor said he signed the bill with the well-being of South Dakotans in mind. The new smoking law will benefit the health of employees in those businesses and their patrons, he said.

"This will provide an opportunity for individuals who have not patronized these locations because of the smoke," Gov. Rounds said. "I hope they will become new customers for businesses concerned about the loss of patrons."

Some people are concerned about the possibility of a loss in state revenues from video lottery establishments and Deadwood gaming halls, but the Governor said the public health benefits of the smoking ban are a fact.

Gov. Rounds said the state will lose some revenues, but smoking-related illnesses are not without cost, either.
