US-VISIT - Oversight Hearing

Thank you Mr. Chairman, and welcome to our panel of guests.

The US-VISIT program is an unquestionably vital component of not just our border security, but our national security. More than just an entry/exit tracking system, US-VISIT is a pillar of our immigration system as it serves CBP, ICE, CIS, and the Departments of Justice and State.

But after years of discussing this entry/exit concept and after more than $1.7 billion in direct appropriations, the implementation of US-VISIT and the program's success is somewhat mixed. On one hand, we have made tremendous progress in standing up the entry portion of US-VISIT and making a commitment to 10-print, and IDENT/IAFIS interoperability.

But on the other hand, we still have no viable exit solution and we cannot pinpoint how far along we are towards full implementation or what the final price tag will be. Director Mocny, if there is one thing this Subcommittee has stood for, it is results. US-VISIT is too vital a program, with too vital a mission, not to have a clearer roadmap towards full implementation. I know this will demand trade-offs and tough decisions, but that is our duty and it is what the security of this great nation demands.
