As a legislator, I was the prime Senate sponsor of the bill allowing Nevada seniors to purchase by mail less expensive prescription drugs from Canada, and I also was the sponsor of legislation in 2003 requiring pharmacists to offer consumers the option of substituting less expensive generic pharmaceuticals. As governor, I will support measures such as those described above to create an equal playing field for generic prescription drugs. In addition, I will seek to expand eligibility for the Senior Rx program to give more Nevada seniors access to help with their Medicare Part D prescription drug costs. I also will preserve the integrity of the tobacco settlement program that funds this assistance.

I have been and will remain a staunch opponent of the TASC initiative, because it artificially limits state support for vital services at a time when the need for those services is growing exponentially. I believe the state needs to grow its revenue base - and its ability to fund vital services - by engaging in meaningful economic development that attracts companies offering higher-paying jobs, resulting in more revenue in terms of business and sales taxes. In particular, the state has a prime opportunity to develop its renewable energy resources to create a new industry that can create thousands of better-paying jobs with the accompanying revenue to bolster support of services.

What is your plan to meet the needs of the growing older population? Would you preserve or expand current spending levels and/or programs for home and community-based services?

As a legislator, I have consistently supported the CHIPs program and other programs providing seniors with the assistance they need to remain in their homes. I believe a share of the state's anticipated budget surplus should be set aside to expand these programs to reach more seniors. I also want to make sure seniors have the financial ability to remain in their homes by increasing the levels of exemptions for seniors on their property taxes. I will also push for a program similar to Iowa's Senior Living Trust Fund.

How can the Public Utilities Commission and the office of the Governor provide additional consumer protections to ensure reasonable rates and affordably priced utilities?

As a legislator, I have always supported additional consumer protections and advocacy for consumers, but I think there is much more we need to do to fundamentally change the delivery of utility services. First of all, I will appoint a Public Utilities Commission that is more interested in affordable utility rates than in the bottom lines of Nevada's private utilities. I also supported the low income energy assistance program in 2001 and sponsored a bill last session to help provide solar water heaters as part of the state-subsidized weatherization program.
