Mr. WARNOCK. Mr. President, when the Senate considers the reconciliation bill, S. 2, it is my intention to make the following motions to the bill:

A motion to recommit S. 2 to the Committee on Banking, Housing, and Urban Affairs of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with amendments that--

(1) are within the jurisdiction of such committee; and

(2) would increase homeownership and lower housing costs by providing $20,000 in downpayment assistance for more than 3,500,000 first-time homebuyers.

A motion to commit the bill S. 2 to the Committee on Agriculture, Nutrition, and Forestry of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that--

(1) are within the jurisdiction of such committee; and

(2) would fund assistance for farmers that have been hurt by tariffs imposed by the current Administration.

A motion to commit the bill S. to the Committee on Finance of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that--

(1) are within the jurisdiction of such committee; and

(2) provide assistance to lower Medicare Part B premiums.

A motion to commit S. 2 to the Committee on Banking, Housing, and Urban Affairs of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with amendments that--

(1) are within the jurisdiction of such committee; and

(2) would lower costs for Americans by paying all rental costs for a year for 4,250,000 households.

A motion to commit the bill S. 2 to the Committee on Banking, Housing, and Urban Affairs of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that--

(1) are within the jurisdiction of such committee; and

(2) would increase housing supply by constructing or preserving more than 840,000 homes.

A motion to commit the bill S. 2 to the Committee on Health, Education, Labor, and Pensions of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that

(1) are within the jurisdiction of such committee; and

(2) would provide funding for universal pre-kindergarten in the United States for all children ages 3 and 4, including through Head Start programs.

A motion to commit the bill S. 2 to the Committee on Finance of the Senate with instructions to report the same back to the Senate in 3 days, not counting any day on which the Senate is not in session, with changes that--

(1) are within the jurisdiction of such committee; and

(2) would repeal the funding and eligibility cuts to the Medicaid program under title XIX of the Social Security Act (42 U.S.C. 1396 et seq.) made by title VII of the Act titled ``An Act to provide for reconciliation pursuant to title II of H. Con. Res. 14'' (Public Law 119-21).
