Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize an exceptional volunteer whose quiet dedication has made a profound and lasting impact on the Disability Achievement Center--Mr. Jay Gundy. Since beginning his volunteer service in May 2024, Jay has exemplified the very best of community commitment. Month after month, he dedicated approximately ten hours of his time to one of the most essential--yet often unseen-- functions of the organization: inventorying donated durable medical equipment. While this work may occur behind the scenes, it is critical to ensuring that individuals with disabilities receive the equipment they need in a timely and efficient manner. Through meticulous attention to detail and thoughtful analysis, Jay quickly recognized opportunities to strengthen the agency's inventory systems. He did not simply complete assigned tasks--he sought ways to improve them. His recommendations led to transformative, agency-wide improvements in how donated equipment is organized, tracked, and accessed. Today, because of Jay's efforts, the Disability Achievement Center operates with a far more streamlined and efficient warehouse system, ensuring that vital equipment is readily available to those who depend upon it.

His contributions produced measurable impact. By significantly reducing the time staff and management previously devoted to inventory management, Jay helped free countless hours that can now be redirected toward serving individuals with disabilities and expanding the organization's reach within the community. Yet Jay's legacy extends beyond systems and logistics. He brought with him a positive attitude, steady professionalism, and genuine kindness that uplifted staff and consumers alike. He became not just a volunteer, but a trusted and valued member of the team. His humility and heart for service were evident in every interaction. When unforeseen circumstances required Jay to step away from volunteering, his absence was deeply felt. In a heartfelt letter, he expressed gratitude for the opportunity to serve and for the warm welcome he received--a testament to his character and the sincerity with which he approached his work.

Jay Gundy's dedication, compassion, and meaningful contributions embody the true spirit of a Hero Among Us. His service reminds us that lasting change is often driven by individuals willing to invest their time, talents, and heart in helping others.

It is my honor to recognize Jay Gundy for his extraordinary volunteerism, the enduring difference he has made in the lives of so many, and as a 2026 Hero Among Us for Florida's 12th Congressional District.
