Mr. RISCH. Mr. President, section 36(b) of the Arms Export Control Act requires that Congress receive prior notification of certain proposed arms sales as defined by that statute. Upon such notification, the Congress has 30 calendar days during which the sale may be reviewed. The provision stipulates that, in the Senate, the notification of proposed sales shall be sent to the chairman of the Senate Foreign Relations Committee.
In keeping with the committee's intention to see that relevant information is still available to the full Senate, I ask unanimous consent to have printed in the Record the notifications that have been received. (i) Prospective Purchaser: Government of Croatia.
(ii) Sec. 36(b)(1), AECA Transmittal No.: 24-95; Date: August 30, 2024; Implementing Agency: Army.
Funding Source: National Funds.
(iii) Description: On August 30, 2024, Congress was notified by congressional certification transmittal number 24-95 of the possible sale under Section 36(b)(1) of the Arms Export Control Act, of eight (8) M142 High Mobility Artillery Rocket Systems (HIMARS); twenty-four (24) M30A2 Guided Multiple Launch Rocket System (GMLRS) Alternative Warhead (AW) Pods with Insensitive Munitions Propulsion System (IMPS); twenty-four (24) M31A2 GMLRS-Unitary High Explosive (HE) Pods with IMPS; two (2) M1152 High Mobility Multipurpose Wheeled Vehicles (HMIMWV) with Next Generation SECMI (NG SECM); eight (8) MI 152 HMIMWVs with Command and Control Communications Shelters; and thirty-six (36) Defense Advanced GPS Receivers (DAGR). The following non-MDE items were also included: Low Cost Reduced Range Practice Rocket (LCRRPR) pods; AN/PRC-117G radios; AN/PRC-158 radios; AN/PRC-160 radios; Common Fire Control Systems (CFCS); International Field Artillery Tactical Data Systems (IFATDS); software; training; resupply vehicles; technical assistance; and other related elements of program and logistics support. The estimated total program cost was $390 million.
This transmittal corrects the designation of International Field Artillery Tactical Data System (IFATDS) from non-MDE to MDE and reports a quantity of sixteen (16) IFATDS as required for MDE items. This transmittal also notifies the following non-MDE items: AN/PYQ-10 Simple Key Loaders. In addition, this transmittal updates the cost of MDE and non-MDE items from the original notification due to recent cost changes. The estimated non-MDE value will increase by $50 million to a revised $100 million. The estimated total case value will not increase and remain at $390 million. MDE will constitute $290 million of this total.
(iv) Significance: This notification is being provided because WIDE items were not enumerated in the original notification. This report corrects errors in the original notification updated costs of WIDE and non-MDE items from the original notification due to recent cost changes that increase the sensitivity of technology. The proposed sale will improve Croatia's capability to deter current and future threats and enhance its interoperability with U.S. and other allied forces. It will also enhance Croatia's artillery and mid-range fire capability.
(v) Justification: This proposed sale will support the foreign policy and national security of the United States by improving the security of a NATO Ally that continues to be an important force for political stability and economic progress in Europe.
(vi) Sensitivity of Technology:
The International Field Artillery Tactical Data System (IFATDS) is a multi-service (U.S. Army and U.S. Marine Corps) automated, expert decision support system used for command, control, communications, and integration, and synchronization of fires on ground targets during all phases of military conflict. The IFATDS provides the automated tools that significantly augment the capability of fire support coordinators, fire support asset commanders, and their respective staffs at every echelon during the planning and execution of fire support on dynamic battlefields in support of the Maneuver Commander.
The AN/PRC-117G Multiband Networking Manpack Radio is software defined, supporting in-field upgrades as new capabilities emerge. Equipped with Mobile User Objective System (MUOS)-ready hardware, the 117G extends communications beyond-line-of-sight with abilities for simultaneous satellite communications voice and data transmission. The final end-items are L3Harris AN/PRC-117G multi-channel manpack radios with Global Positioning System (GPS) receiver application and Selective Availability Anti-Spoofing Module (SAASM).
The AN/PRC-158 is NSA-certified for voice and data up to U.S. TOP SECRET and meets all Joint Tactical Radio System Communication Security and Transmission Security requirements. Each of the manpack's two channels can transmit and receive voice and data simultaneously, and it comes fully equipped with integrated MUOS hardware. An expansion slot is available to provide future integration of mission modules for intelligence, surveillance, and reconnaissance reception, mobile ad hoc networks, and signals intelligence. The AN/PRC- 158 is a multi-domain, multi-channel tactical narrow and wide-band dual transceiver radio system providing Type 1 encryption and SAASM GPS location and timing capabilities.
The AN/PRC-160 is the high frequency (HF)/very high frequency (VHF) tactical radio system that features software- programmable L3Harris Siena Intermeasures anti-jamming. This manpack radio also has anti-spoofing GPS which prevents false friendly force and target reporting. The final end-items are L3Harris AN/PRC-160 multi-channel manpack radios with micro GPS receiver application module (MicroGRAM) receivers and SAASM.
The AN/PYQ-10 Simple Key Loader (SKL) is a ruggedized, portable, hand-held device, for securely receiving, storing, and transferring data between compatible cryptographic and communications equipment. The SKL employs type 1 encryption to protect stored key data and its software and firmware.
The Sensitivity of Technology Statement contained in the original notification applies to additional items mentioned.
The highest level of classification of defense articles, components, and services included in this potential sale is SECRET.
