Palmer Leads Letter Condemning Mexican Government for Actions Against Vulcan Materials

Dear Ambassador Moctezuma,

We are writing to share with you and the Government of Mexico (GOM) our strong condemnation of the recent, unlawful actions to expropriate Vulcan Materials Company's land and port in Quintana Roo.

For years, via letters, meetings, and direct conversations, we have communicated to you and your colleagues that the ongoing mistreatment of Vulcan will not stand. This most recent action represents a breach of trust. Mexico made a commitment to promote and protect foreign investments, but this action signals to the U.S. and to the world that Mexico cannot be trusted. This conduct will erode the U.S. – Mexico relationship as it relates to commerce and trade policy.

We would like to remind you that this move against Vulcan is much larger than one company. It sets a dangerous new precedent for our bilateral relationship and undermines the core values of trust and rule of law that are essential to a trade relationship. Mexico's actions towards Vulcan and deteriorating rule of law will be a part of the 2026 review of the U.S. - Mexico - Canada Trade Agreement (USMCA).

We hope the GOM and the next President will reevaluate these actions. We would like nothing more than to find productive ways to grow our mutual economies that improve our communities and way of life. Unfortunately, the expropriation of a lawfully permitted U.S. company that has operated above reproach for 40 years in Mexico seriously detracts from that shared vision.
