Proposing new rules for the Legislature to make system fairer and allow more participation by people.
Track record as a uniter who has earned respect across the aisle. When the 2000 elections left a 17-17-1 partisan tie in the Maine Senate, crafted a power-sharing agreement that worked for everyone. Unanimously elected President of the Senate.
