Like the American criminal justice system, Delaware's system is broken and requires immediate and serious reform. With only 5% of the world's population, America houses 25% of the world's prisoners. America's recidivism rate is a staggering 77%. Delaware's mass incarceration and recidivism rates are among the highest in the nation--and hence, the world--creating an unnecessary social and financial burden upon Delawareans. Importantly, the many flaws in our criminal justice system disproportionately affect people of color and poor people.

Institute restorative justice practices that acknowledge and support crime victims, and rely much less on expensive, ineffective punishment-based practices
Fund and focus on proven educational and reformative programs for prisoners, to reduce recidivism and help prisoners transition successfully post-release
Abolish the cash bail system, mandatory minimum sentencing, solitary confinement, and the automatic issuance of warrants for individuals who cannot afford to pay criminal and civil fines and fees
Establish both a parole system and compassionate release
Treat individuals with substance abuse issues for their addiction, not as criminals
Adequately staff and pay correctional officers, and ensure safe working conditions for them
