Our state faces many tough years ahead. It is imperative that the government continues to function and perform the duties as prescribed by State and Federal Law.
Our communities are the core of strong economy and it is imperative that we continue to fund our communities to the fullest extent possible. With limited revenues at the community level, it is imperative that the State provide the opportunities needed to attract businesses to this state and encourage a more diverse economy.
It is critical that our State look at programmatic cuts instead of cutting across the board. This approach does not work and has been proven by the financial crisis we are in today. The Wyoming Legislature and Governor have cut government for over 5 years and we are now in a position that cutting government may not be enough to solve our issues. Our agencies must still provide the services and goods that are prescribed by our Constitution and codified laws, and therefore we must remember that we can only cut so much from our State agencies.
Programmatic evaluations are the only true way to make effective budgetary decisions. I believe it is the responsibility of the Legislature, as a whole, to understand these programs, their inputs, outputs, and outcomes before budgets are reduced or expanded. Effective and efficient government starts with effective and efficient leadership from the Wyoming State Legislature and Governor.
I will not support increasing wages for some state employees while cutting agencies' budgets. Being fiscally responsible starts at the top.
