In previous years the legislature worked hard on some of the biggest tax reform our state has ever seen. The aim is to create a business friendly environment that will increase jobs for Kansans. The Kansas Legislature believes that taxing Kansans for getting up in the morning and going to work does not incentivize self-dependency. In seeking to reduce government dependency and bring in higher paying jobs for Kansans, the Legislature voted to retain a portion of the penny sales tax and begin a five year decrease in personal income tax that will begin the path to a 0% income tax. Sales tax will decrease from 6.3% to 6.15% starting in FY 2014. Income tax will decrease for all Kansans each year. The goal is by 2018 to have income tax on the top bracket be at 3.9% and at 2.3% for the bottom bracket of taxpayers.

Kansas needs to be competitive in the jobs war. Our neighboring states are lowering their income taxes and Kansas needs to stay competitive. This plan not only keeps us competitive, but makes us the leader in the Midwest. Kansans should no longer be taxed for earning a day's wages, and government shouldn't misuse taxpayer dollars. Our budget and tax plan aim for responsible, pro-growth fiscal policy.
