Providing proper funding for human services and expanding and improving Medicaid coverage for the poor are essential. As a member of the Champaign County Board, Carol saw the difficulties imposed on the county nursing home when state Medicaid payments lagged behind, sometimes as much as nine months. Carol will advocate for greater investment in mental health services. Too many people with mental health problems wind up homeless or in jails or prisons. This is not a compassionate or cost effective approach that respects human rights.
