Prohibits ad valorem taxation on prescription drugs and various forms of tax on motor fuel. Makes various updates to ad valorem tax rate calculation. Imposes a government growth limit for fiscal year appropriations. Establishes a Budget Stabilization Fund that includes, among other things, disaster relief funds. Establishes a Transportation Trust Fund and establishes various other state funds or rules and procedures for state funds, including various changes to natural resource related funds and revenue.
The proposed constitutional amendment would make changes to Louisianas fiscal policies, tax structure, and government spending regulations located in Article VII of the state constitution. Some provisions in the constitution would be removed from the constitution and provided for in state law. Changes that would be made under Amendment 2 include:
Requiring a supermajority vote for tax legislation;
Reducing the constitutional maximum income tax rate from 4.25% to 3.75%;
Modifying property tax exemptions;
Freezing the sales tax exemption on food;
Adjusting severance and cigarette taxes; and
Dissolving certain education trust funds to address unfunded liabilities; and
Providing in the state constitution that "as provided by law, participating employers in the Teachers' Retirement System of Louisiana shall provide a permanent salary increase to eligible personnel."
