| In general, we need to address the high level of property taxes, the existing workforce and workforce housing shortages, ensure access to rural health care and improve the accessibility and affordability of childcare. More specifically, we need to provide meaningful and sustainable property tax relief by reducing spending and increasing efficiencies at both the state and local levels; establish an overall tax system that attracts employees to Nebraska; provide an adequate supply of rural workforce housing by enhancing existing programs to increase the number of housing units in Nebraska; provide adequate Medicaid provider reimbursement rates to stem the tide of pharmacy and nursing home closures; and reduce regulations for childcare providers without impacting quality of care. While I generally support allowing the free market system to operate without government intervention, the lack of affordable housing supply is an area in which state funding must be prioritized. The appropriations which have previously been provided for rural workforce housing, which require a matching grant from local communities, have resulted in a great return on investment for the state resulting in a significant supply of new single-family residential and multi-family units in rural Nebraska for which funding should be renewed. We are also facing a childcare crisis and must maintain current funding levels for existing tax credits to make childcare more affordable and accessible and reduce regulations without sacrificing safety and quality of care. We must also maintain existing levels of funding for quality education needs (Education Futures Fund and state share of special education costs) as well as funding for Medicaid provider rates to stem the tide of pharmacy and nursing home closures. |
