New Hampshire State Legislative Election 2020 Political Courage Test

Pro-choice a) Do you generally support pro-choice or pro-life legislation?
Yes b) Do you support legalizing abortion when the pregnancy resulted from incest or rape?
No c) Do you support the prohibition of public funds for organizations that perform abortions?
I am proud to be endorsed by EMILY's List which supports pro-choice women running for elective office. I do not believe that it is the place of the government to make difficult reproductive decisions for women. I support NH state laws that enable use of public funds for abortion in cases of incest or rape. Other other extenuating circumstances should also be recognized.
No a) In order to balance the budget, do you support reducing state employee salaries AND/OR pensions?
No b) In order to balance the budget, do you support an income tax increase on any tax bracket?
No c) In order to fund education, do you support creating a state sales tax on electronics?
Yes d) Do you support the development of a road usage fee in New Hampshire?
Road usage fee should not be based on whether a vehicle is fuel efficient; should be based on weight of vehicle and number of miles travelled. An electronics tax would include computers; many students will be studying remotely this year, and we can not ask less affluent families to pay more for what will be an essential tool for education.
Yes a) Do you support a limit on campaign contributions to state candidates?
Yes b) Do you support the regulation of indirect campaign contributions from corporations and unions?
Yes c) Do you support the use of an independent AND/OR bipartisan commission for redistricting?
No d) Do you support requiring a government-issued photo identification in order to vote at the polls?
Yes e) Do you support automatic voter registration?
I have drafted a campaign finance reform bill which was recommended move forth by the Elections Committee of the House of Representatives. If elected, I will refile this bill, which makes clear the candidates for state office in NH cannot use campaign contributions for personal expenses.
No a) Do you support capital punishment for certain crimes?
b) Should an individual under 18 accused of a violent crime be prosecuted as an adult?
c) Do you support the enforcement of federal immigration laws by state and local police?
No d) Do you support the use of private prisons in New Hampshire?
No e) Do you support mandatory minimum sentences for non-violent drug offenders?
Yes f) Do you support the legalization of recreational marijuana?
Whether or not an individual under 18 accused of a violent crime should be prosecuted as an adult should be dependent on the details of that crime; there should not be one size fits all prosecution. There has been controversy in NH as to how federal laws have been enforced by state and local police, particularly at the state border; many people stopped were given inaccurate and untruthful information about their rights. Immigration reform is needed in NH and in the US
a) Do you support state government spending as a means of promoting economic growth?
No b) Do you support lowering state income taxes as a means of promoting economic growth?
c) Do you support reducing government regulations on the private sector?
No d) Do you support requiring welfare applicants to pass a drug test in order to receive benefits?
Yes e) Do you support an increase of the minimum wage of New Hampshire?
Yes f) Do you support requiring employers to provide paid family leave?
Yes g) Do you support providing financial relief to businesses AND/OR corporations negatively impacted by the state of national emergency for COVID-19?
I support the investment in infrastructure and human capital, including healthcare, education and the environment, all of which drive people's decisions as to where to live. We are in a state deficit right now, and we cannot lower income taxes in this current environment. The government regulations on the private sector create a check and balance on excess which can hurt individuals and the economy. PFAS is a current example in NH where there have been a harmful impact on people by industry. There needs to be a balance so that private citizens and industry do the right thing
a) Do you support adopting federal education standards in New Hampshire?
No b) Do you support state funding for charter schools?
Yes c) Do you support increasing teacher salaries AND/OR benefits in New Hampshire?
d) Should immigrants unlawfully present in the United States who graduate from New Hampshire high schools be eligible for in-state tuition at public universities?
The federal education standards can be the base, but ideally every state should have higher standards to promote economic growth and development, and a skilled labor force. I cannot support state funding for charter schools at the present time because of the budget deficit; funding new charter schools will take money away from our traditional public schools at a time we can ill afford to do so. Immigrants unlawfully present need to be adjudicated on a case by case basis; some warrant eligibility for tuition while others do not.
Yes a) Do you support state funding for the development of renewable energy (e.g. solar, wind, geo-thermal)?
Yes b) Do you support government regulations of greenhouse gas emissions?
Yes c) Do you support increasing state funding for clean drinking water initiatives?
Yes d) Should the construction and expansion of landfills near state parks and federal lands be prohibited?
Protecting NH's environment is key to our economic health and to protect the health and well being of our citizens. Clean energy development will create thousands of new jobs and attract new families and workers to our state.
a) Do you generally support gun-control legislation?
Yes b) Should background checks be required on gun sales between private citizens at gun shows?
c) Should teachers be allowed to bring guns into the classroom after passing gun safety training?
Yes d) Should a license be required for gun ownership?
I support gun safety legislation, not gun control. I believe that school boards should make the decision as to who can bring a gun into the school or a classroom. Gun safety training may not be sufficient to be able to react in an active shooter situation; only individuals such as retired or active military or others who receive this training on an ongoing situation are truly qualified to bring a gun into the classroom. These are life and death combat situations, most civilians are ill equipped for combat that demand specialized and advanced training.
Yes a) Should the state government increase funding for treatment facilities to combat opioid abuse?
Yes b) Do you support Medicaid expansion through New Hampshire's health care programs?
Yes c) Do you support requiring individuals to purchase health care insurance?
Yes d) Do you support legislation that grants citizens the right to choose to die through euthanasia?
e) Do you support eliminating religious exemptions for vaccinations?
Yes f) Do you support requiring businesses to provide paid medical leave during public health crises, such as COVID-19?
People's individual healthcare matters should be private when it does not put the public at risk. A requirement for individuals to purchase health care insurance should that it is affordable and widely available. Otherwise, insurance carriers will not be able to afford only ensuring high risk individuals.
Yes a) Do you support the inclusion of sexual orientation in New Hampshire's anti-discrimination laws?
Yes b) Do you support the inclusion of gender identity in New Hampshire's anti-discrimination laws?
Yes c) Do you support greater efforts by New Hampshire state government in closing the pay gap between men and women?
d) Other or expanded principles:
I plan to resubmit legislation that was recommended by a house committee 17-3 on campaign finance reform. This bill would clarify what expenses are allowed by those running for state office, and would eliminate expenses that are clearly personal in nature such as dry cleaning, routine car expenses, flowers for constituents and more.
Creating affordable housing is critical, and there is no magic bullet for this problem. We need to continually be seeking creative solutions, and local towns will need to revise density requirements in order to build more affordable housing units for working people. I will be resubmitting two affordable housing bills if re-elected, including a home share bill that a house committee unanimously voted should move forward. This would enable seniors and others who have room in their homes for individuals and families without an increase in property values or lowering their eligibility for Medicaid and other services
