| I authored and passed ACA 1, which will appear as Prop 5 on November�s ballot. Prop 5 will establish a new category of local infrastructure bonds which require a 55% super-majority to pass, similar to how local school bonds are now passed. These bonds will demand significantly more fiscal accountability and taxpayer protections, while also increasing the power that local taxpayers have to choose what, if any, housing and infrastructure projects they want to finance and build. Locally passed Prop 5 bonds can be used to fund a variety of infrastructure problems, including housing for the homeless; affordable housing for middle-income families and first time homebuyers; fire stations to expand emergency preparedness; water treatment facilities; and upgrades to roads and bridges. | |||

This is crucial to giving kids the best possible start in life, allowing parents to pursue their goals in life and work, and increasing California�s skilled workforce. As the incoming Chair of the Legislative Women�s Caucus, I will lead the charge for: expanding the availability of childcare for working families; providing childcare reimbursement rates that truly represent the costs that families are facing; and increasing wages and benefits for early childhood educators to reflect the demands, responsibilities and importance of their work. |
