Title: Establishes Various Amendments to the State Court System
Vote to adopt a conference report that establishes various amendments to the state court system in North Carolina.
Requires all copies of records filed in connection with adoption proceedings to be made available by the clerk of the superior court to the Division of Social Services within 10 days after the appeal period for a decree of adoption has expired or 10 days following the final disposition (Sec. 1).
Requires continued periodic payments of a renter to satisfy the provision and maintain the stay of execution during the 30-day time period before taking an appeal (Sec. 2).
Authorizes notice of appeals to be given orally in open court upon announcement or after a judgement is entered, and requires written notice of appeal to be filed in the office of the clerk of superior court within three business days after a judgement is entered (Sec. 4).
Requires the clerk of superior court to make the complete trial division case file available to the appointed attorney in cases involving an indigent individual who has entered a notice of appeal (Sec. 9).
Requires the incumbent of a county jury commission to serve an additional two-year term if an appointment is not made by September 1 (Sec. 14).
Specifies that this act takes effect upon passage except as otherwise provided (Sec. 28).
