Title: Amends the Qualifications and Duties of Commissioners of Constitutional Conventions
Vote to override a veto of a bill that amends the qualifications for and duties of commissioners appointed to state constitutional conventions in South Carolina.
Requires Article V Constitutional Convention commissioners to be US citizens for at least five years, a resident of South Carolina for at least five years, at least 25 years of age, a registered voter in South Carolina (Sec. 1).
Prohibits commissioners from being registered or required to be registered as federal lobbyists, federal employees or contractors now or in the past decade, a federal elected or appointed official now in the past decade, or have a felony conviction within the last decade (Sec. 1).
Requires the naming of seven Article V Constitutional Convention commissioners by the General Assembly, in addition to one alternate commissioner to serve if one of the voting members is removed (Sec 1.).
Authorizes commissioners to be recalled or removed at any time for any reason by a joint session of the General Assembly or be recalled or suspended by the advisory committee if the General Assembly has not yet voted (Sec. 1).
Prohibits commissioners from from voting for or promoting any change to the traditional convention rule of “one state, one vote” or to any amendment that guarantees individual liberties such as the Original Constitution, the Bill of Rights, and the Thirteenth, Fourteenth, Fifteenth, Nineteenth, Twenty-Third, Twenty-Fourth, and Twenty-Sixth Amendments (Sec. 1).

Requires the commissioners to choose from among them a person to chair the delegation, a person to cast the state’s vote on the convention floor, and a sole person to speak to the media on behalf of the delegation (Sec.1).
Requires the commissioner selected to address the media to avoid communicating any impression that the delegation is divided on a question (Sec. 1).
Requires the commissioners to have a quorum of a majority of commissioners in order to vote on any matters (Sec. 1).
Specifies that any decision by the commissioners must be passed by a majority of those present under the quorum (Sec. 1).
Specifies that the advisory shall be made up of (Sec. 1):
Two state senators appointed by the President of the Senate, with one being from the majority party and one from the largest minority party;
Two state representatives appointed by the Speaker of the House, with one being from the majority party and one from the largest minority party;
A member of the legislature nominated jointly by the President of the Senate and Speaker of the House and approved by the majority of both legislative chambers; and
A chair who is elected by and among the five board members.
Requires the advisory committee to communicate advice to the commissioners within twentyfour hours of the request by any appropriate medium, hire staff to develop systems for monitoring the convention, and meet virtually to take any necessary actions (Sec. 1).

Classifies the bribery, threatening, intimidation, or obstruction of a commissioner or interim commissioner as a felony with the penalty of a fine no more than $1000 and imprisonment for no more than a year (Sec. 1).
Specifies that this Act takes effect upon approval by the Governor (Sec. 2).
