Vote to adopt a resolution that requires the Legislative Budget and Finance Committee to conduct a study and report on the Municipalities Planning Code's performance and effectiveness in Pennsylvania.
Requires the Legislative Budget and Finance Committee to conduct a study of and issue a report on the effectiveness and performance of the Pennsylvania Municipalities Planning Code, including an examination of (Sec. 1):
Its impact on housing affordability and local economic development;
Associated costs imposed on municipalities and the state;
The planning and zoning statues of similarly situated peer states;
Topics and issues that should be considered by the legislature in updating the code;
The impacts, strengths, and limitations of traditional zoning practices under the code; and
Incremental reforms to zoning that could improve outcomes.
