Highlights:

• Increases the minimum number of days of instruction required for a school district that adopts a school-hours policy from 166 to 173 beginning with the 2027-2028 school year (Sec. 1). 

• Requires a school district that holds parent-teacher conferences during a regular school day to provide an in-person meeting option for parents and legal guardians (Sec. 1). 

• Specifies that this Act becomes effective July 1, 2027, only if state appropriations to the Department of Education for fiscal year 2028 are at least $175 million greater than appropriations for fiscal 2026 (Sec. 2).
