Title: Requires 3-D Printer Manufacturers to Prevent the Printing of Firearm Components
Vote to pass a bill that requires 3-D printer manufacturers to prevent firearm components from being printed by their products in California.
Requires the Department of Justice to investigate known firearm blueprint design files and existing firearm blueprint detection algorithms (Sec. 1).
Requires the Department to publish written guidance by January 1, 2028 on performance standards for individuals or entities engaged in the creation of firearm blueprint detection algorithms for use by 3D printer manufacturers (Sec. 1).
Requires the Department to publish written guidance by March 1, 2028 on how to equip 3D printers with firearm blocking technology, as well as performance standards for such technology (Sec. 1).
Requires businesses that manufacture 3D printers to attest that each printer they intend to produce for sale is equipped with a firearm blueprint detection algorithm by July 1, 2028 (Sec. 1).
Prohibits the sale of 3D printers that are not equipped with firearm blocking technology starting March 1, 2029 (Sec. 1).
Authorizes civil action against an individual who sells or transfers a 3D printer without firearm blocking technology (Sec. 1).
Classifies the circumvention of any firearm blocking technology installed on a 3D printer with intent to manufacture firearms or sell/transfer the modified printer as a misdemeanor (Sec. 2).
