Title: Secure America Act
Vote on a motion to proceed to consideration of a bill that appropriates funds to U.S. Customs and Border Protection, Immigration and Customs Enforcement, and the Secretary of Homeland Security for fiscal year 2026.
Appropriates $9.55 billion to the Commissioner of U.S. Customs and Border Protection for fiscal year 2026 to hire, pay, train, and equip border patrol agents and support personnel (Sec. 1).
Appropriates $7.45 billion to the Director of U.S. Immigration and Customs Enforcement (ICE) for fiscal year 2026 to hire, pay, train, and equip Homeland Security Investigations agents and support personnel (Sec. 1).
Requires $108.5 million of the funds appropriated to ICE to be used to hire, pay, and equip additional child exploitation investigators and forensics analysts to support the identification and rescue of victims of child sexual exploitation and abuse (Sec. 1).
Appropriates $3.45 billion to the Commissioner of U.S. Customs and Border Protection for fiscal year 2026 for the following (Sec. 1):
New non-intrusive inspection equipment, including artificial intelligence, to combat the entry or exit of illicit narcotics at ports of entry;
New platforms for rapid air and marine response capabilities;
Border surveillance technologies along all borders;
Necessary expenses relating to the biometric entry and exit system under the Intelligence Reform and Terrorism Prevention Act of 2004;
Combating drug trafficking, including fentanyl and its precursor chemicals, at all borders; and
Necessary expenses for U.S. Customs and Border Protection’s mission support.
Appropriates an additional $2.5 billion to the Secretary of Homeland Security for fiscal year 2026 (Sec. 1).
Specifies that the funds appropriated in this Act are to remain available until September 30, 2029 (Sec. 1).
