Title: Restricts E-Bike and E-Scooter Usage

Vote to pass a bill that restricts e-bike and e-scooter usage and establishes regulations on their use in Illinois.

Highlights:

  • Requires owners of a motor driven cycle and scooter purchased on or after January 1, 2027 to make an application for a certificate of title (Sec. 5). 

  • Requires the State or local government to put up permanent signage notifying users of any highway, bike path, shared-use path, natural surface trail, or off-road bicycle trail, that motor driven cycles are prohibited (Sec. 5). 

  • Prohibits individuals from operating a low-speed electric bicycle or low-speed gas bicycle if under the influence of alcohol or drugs (Sec. 5). 

  • Requires toy vehicles to be operated on sidewalks and paths designed for bicycles (Sec. 5). 

  • Authorizes the operation of a motor driven cycle on any highway, street, or roadway (Sec. 5).

  • Restricts motor driven cycles from operating on interstate highways with speed limits of 55 miles per hour or with a grass or concrete median (Sec. 5).

  • Requires a valid driver’s license to operate a motor driven cycle (Sec. 5).

  • Requires motor driven cycles to have a speedometer and to display a vehicle identification number, conforming with all federal vehicle safety standards (Sec. 5).

  • Authorizes electric micromobility devices to operate on a highway with a speed limit of 35 miles per hour or less, a street, roadway, bicycle lane, or bicycle path (Sec. 5).

  • Requires electric micromobility devices to be equipped with a functioning brake, a front light, and a rear reflector (Sec. 5).

  • Prohibits owners of electric micromobility devices from installing any siren or tampering with the speed of the device (Sec. 5).

  • Specifies that this Act takes effect July 1, 2027 (Sec. 99).
