• Prohibits any person or entity from operating an unlicensed group home (Sec. 1).

• Defines a “nonrelated individual” as two or more persons who are not related by consanguinity, marriage, or adoption (Sec. 1).

• Defines an “operator” as a person or entity that owns or manages an unlicensed group home in any manner (Sec. 1).

• Defines an “affiliate” as a person or entity contracted by an operator (Sec. 1).
