Title: Amends Labor Union Laws
Vote to pass a bill that amends labor union laws, including a requirement for good faith bargaining, in Colorado.
Establishes legislative intent regarding employment and collective bargaining items to protect and balance the three interrelated interests of the public, the employee, and the employer, ensuring all rights are respected (Sec. 1).
Authorizes fair wages and benefits for the employee, and requires uninterrupted production of goods and services from the employee (Sec. 1).
Establishes the rights of the employee to earn a livelihood and to be free from interference, intimidation, restraint, or coercion (Sec. 1).
Requires the terms and conditions to be positively negotiated by all parties without interference by the state (Sec. 1).
Establishes the right of self-organization for employees, including the right to bargain collectively concerning any mandatory subject of bargaining (Sec. 2).
Prohibits an employer from participating in unfair labor practices or discouraging any employee joining a labor organization through discrimination in regard to hiring, tenure, or other aspects (Sec. 3).
Authorizes a termination of an all-union agreement when the director finds that the labor union has unreasonably refused to receive an employee of the employer (Sec. 3).
Specifies what are not unfair labor practices, including (Sec. 4):
An employer engaging in the building and construction industry to enter into an all-union agreement; and
An employer refusing to agree to a lawful proposal made by the representative of the employees, so long as they have bargained in good faith.
Requires the general fund appropriation made for the 2026-27 state fiscal year to decrease by $26,865 (Sec. 5).
Authorizes this act to take effect upon passage, excluding Section 5 (Sec. 6).
Establishes this bill as a necessary bill for the health, safety, and public peace of the employees and employers (Sec. 7).
