Title: Establishes Additional Regulations on Indiana's County Needle Exchange Programs
Vote to concur with House amendments and pass a bill that prohibits qualified entities from operating a syringe exchange program near certain facilities, and establishes other regulations on needle exchange programs in Indiana.
Prohibits qualified entities from operating a syringe exchange program within 1000 feet of a public school, nonpublic school, child care center or building used primarily for religious worship (Sec. 1).
Specifies that this Section does not apply to centers that do the following (Sec. 1):
Distribute an overdose intervention drug;
Provide referrals or educational services; or
Accept used syringes or needles for safe disposal.
Authorizes the revocation, denial or suspension of the annual license of violating entities (Sec. 1).
Specifies that qualified entities can only provide one sterile syringe and needle in exchange for one used syringe and needle (Sec. 2).
Specifies that eligible recipients must present valid identification and be either (Sec. 3):
A resident of a county within the Indiana housing and community development authority’s balance of state continuum of care; or
A resident of Marion county or a county that is contiguous to Marion county.
