• Expands the definition of “civil arrest” to include a detainment for the purpose of achieving an individual’s obedience to any civil administrative warrant issued for a civil immigration purpose (Sec. 1).

• Prohibits the civil arrest of an individual making a required appearance in a court or while travelling to or from the court (Sec. 1).

• Authorizes a party to conduct a civil arrest in a courthouse upon providing a valid and legally reviewed judicial warrant or judicial order authorizing the civil arrest (Sec. 1).
