Title: Restricts Civil Arrests in Courthouses
Vote to pass a bill that restricts civil arrests in and around courthouses in Virginia, and expands the definition of "civil arrest" to include those related to a civil immigration warrant.
Expands the definition of “civil arrest” to include a detainment for the purpose of achieving an individual’s obedience to any civil administrative warrant issued for a civil immigration purpose (Sec. 1).
Prohibits the civil arrest of an individual making a required appearance in a court or while travelling to or from the court (Sec. 1).
Authorizes a party to conduct a civil arrest in a courthouse upon providing a valid and legally reviewed judicial warrant or judicial order authorizing the civil arrest (Sec. 1).
Specifies that a civil arrest in violation of this section constitutes contempt of court, and authorizes an individual to bring civil action against a violator of this section for equitable, injunctive, or declaratory relief (Sec. 1).
