Vote to pass a bill that prohibits the sale and possession of plastic or unserialized firearms (commonly known as ghost guns) in Virginia.

Highlights:

• Defines “plastic firearm” as any firearm containing less than 3.7 ounces of electromagnetically detectable metal that does not generate an accurate image in common security devices (Sec. 1).

• Prohibits the manufacture, purchase, and offer of sale of any plastic firearm or any firearm that may be manipulated to be undetectable by common security devices (Sec. 1).

• Prohibits the import, purchase, sale, offer, or transfer of any completed or unfinished frame or receiver that is not legally deemed to be a firearm (Sec. 1).

• Prohibits the manufacture, assembly, import, purchase, sale, offer, transfer, or possession of any firearm or completed or unfinished frame or receiver that is not imprinted with a valid serial number (Sec. 1).

• Classifies a first violation of this section as a Class 1 misdemeanor, and a second or subsequent violation as a Class 4 felony (Sec. 1).

• Exempts law enforcement agencies, members of the United States Armed Forces, and firearms classified as inoperable or antique from the provisions of this section (Sec. 1).

• Specifies that this Act takes effect July 1, 2027 (Sec. 4).
