Title: Establishes Regulations to Prevent Scalping of Event Tickets
Vote to concur with House amendments and pass a bill that establishes regulations to prevent the scalping of event tickets in Pennsylvania.
Defines “entertainment event” as a concert, theatrical performance, sporting event, exhibition, show, or similar scheduled activity open to the public with an admission fee (Sec. 3).
Prohibits individuals from using or creating an automated software application, or “bot,” to do any of the following (Sec. 5):
Purchase an amount of tickets for an entertainment event in excess of the ticket purchase limit;
Use multiple internet protocol (IP) addresses, purchaser accounts, or email addresses to purchase an amount of tickets for an entertainment event in excess of the ticket purchase limit;
Circumvent or disable an electronic queue, waiting period, presale code, or other sales volume limitation system for an online ticket sale; or
Circumvent or disable a security measure, access control system, or other control or measure used to validate that a ticket is not fraudulent.
Specifies that this Act does not take effect unless House Bill 4262 is enacted into law (Sec. 1).
