Title: Amends State Housing Element Review Process
Vote to amend and pass a bill that amends the state housing element review process in California.
Requires the Department of Housing and Community Development to adopt a standardized reporting format for programs and actions taken pursuant to the requirement to affirmatively further fair housing that should include all of the following (Sec. 1):
Timelines for implementation;
Responsible party or parties;
Resources committed from the local budget to affirmatively further fair housing;
Action areas; and
Potential impacts of the program.
Increases the timeline for the Department of Housing and Community Development to determine the existing and projected need for housing in each region from 2 years to 3 years (Sec. 2).
Requires the Department of Housing and Community Development to meet with the Council of Governments at least 38 months before the 7th, 8th, and subsequent revisions of the housing element (Sec 3.5).
Expands the timeline for cities and counties to form a subregional entity to allocate the subregion’s existing and projected housing needs to the subregion’s entities from 28 months to 34 months (Sec. 4).
Requires the Department of Housing and Community Development to identify and explain the specific deficiencies of and provide substantial feedback for a draft element or draft amendment submitted by a planning agency that the Department deems insufficient (Sec. 7).
