Vote to pass a bill that expands the Telemarketer Registration Act in Pennsylvania.

Highlights:

• Requires telemarketers to register with the Attorney General before offering the sale of goods or services to consumers (Sec. 2).

• Prohibits telemarketers from conducting telemarketing after 9 p.m. or before 8 a.m. (Sec. 3).

• Prohibits telemarketers from initiating an outbound call to a person when the person has already indicated that they do not want to receive a call from the solicitor of the goods or services (Sec. 3).

• Prohibits telemarketers from failing to disclose the purpose of the call, the name of the telemarketer’s business, or the goods or services for which the telemarketer is soliciting during the initial call with the consumer (Sec. 3).

• Prohibits telemarketers in the business of prize promotions from failing to disclose the odds of winning (Sec. 3).

• Prohibits telemarketers from failing to end a call when a consumer has informed the telemarketer that they wish to end the call (Sec. 3).

• Prohibits telemarketers from engaging in any deceptive telemarketing practices pursuant to statutory restrictions on telemarketing (Sec. 3).

• Prohibits telemarketers from making a call on a holiday (Sec. 3).

• Prohibits telemarketers from initiating a robocall to any telephone line without the written consent of a called party (Sec. 3).

• Prohibits telemarketers from using any technology to defraud or mislead a residential, business or wireless subscriber (Sec. 3).

• Specifies that this Act takes effect 90 days after passage (Sec. 5).
