Title: Appropriates Funds for Transportation and Education for Fiscal Year 2025
Vote to pass a bill that appropriates funds for transportation and education in Michigan for fiscal year 2025.
Specifies that amounts appropriated by this Act are supplemental and shall be made in addition to any amounts previously appropriated (Sec. 1).
Appropriates the following sums to the Massachusetts Department of Transportation (Sec. 2):
$40 million for Massachusetts Bay Transportation Authority (MBTA) physical infrastructure;
$20 million for MBTA low-income fare relief; and
$175 million for MBTA workforce/safety reserve.
Appropriates the following sums to the Department of Elementary and Secondary Education (Sec. 2):
$10 million for green schoolworks; and
$58 million for special education circuit breaker.
Appropriates the following funds to the Department of Higher Education (Sec. 2):
$10 million for DHE endowment match; and
$10 million for UMass endowment match.
Appropriates $100 million for a grant program for capital improvements, long-term leasing of additional space, and other initiatives necessary to build capacity and safely accommodate additional career technical education school opportunities (Sec. 2).
Appropriates $34.5 million for local 1-time education projects (Sec. 2).
Appropriates $45.5 million for initiatives to support workforce, affordability, and quality improvements in the early education and care sector (Sec. 2).
Appropriates $10 million for capital and development costs for the Holocaust Legacy Foundation, Inc. to establish the Boston Holocaust Museum to provide interactive educational opportunities (Sec. 2).
Appropriates $10 million for educational grants to reduce the waitlist for English for speakers of other languages services (Sec. 2).
Appropriates $25.6 million for an early literacy high dosage tutoring initiative program directed by the commissioner of elementary and secondary education (Sec. 2).
Appropriates $190.3 million for a reserve to support reimbursements to school districts and direct payments to service providers for special education instructional and transportation costs (Sec. 2).
Appropriates $115 million for a capital program at public institutions of higher education in the state (Sec. 2).
Appropriates $300 million for an operating transfer to the MBTA to replenish its deficiency fund (Sec. 2).
Appropriates $16.5 million for an operating transfer to the Massachusetts Transportation Trust Fund (MTTT) for a program of culvert and small bridge projects (Sec. 2).
Appropriates $25 million for an operating transfer to the MTTT for a program to support grants for workforce and training initiatives at regional transit authorities and support transit improvements (Sec. 2).
Appropriates $42.4 million for local 1-time transportation projects (Sec. 2).
Appropriates $25 million for an operating transfer to the MTTT for a program to support grants for capital infrastructure improvements and equipment and facilities upgrades at regional transit authorities and support transit improvements (Sec. 2).
Appropriates $13 million for an operating transfer to the MTTT for a program to support improvements to water transportation infrastructure (Sec. 2).
Appropriates $80 million for an operating transfer to the MTTT for the construction and reconstruction of certain municipal ways (Sec. 2).
Appropriates $10 million for an operating transfer to the MTTT for a program to support grants for capital microtransit initiatives and last mile transportation solutions (Sec. 2).
Appropriates $36 million for a transfer to the MBTA for projects to address ongoing safety concerns at the MBTA (Sec. 2).
