Title: Appropriates Funding for the Public Social Services Trailer Bill
Vote to concur with House amendments and pass a bill that appropriates funding for the public services trailer bill in California.
Amends Section 11165.7 of the Penal Code to exclude from the definition of “mandated reporter” a licensee, administrator, or employee of a community care facility that exclusively serves adults and seniors (Sec. 1).
Requires the California Child Welfare Council to establish a Mandated Reporting Advisory Committee (MRAC) to include, but not be limited to (Sec. 29):
Representatives of county agencies;
Labor organizations;
Community based organizations; and
Parents and youth that are directly impacted by the child welfare system.
Amends Section 16587 of the Welfare and Institutions Code to require counties to include information for mandated reporters regarding resources available to support families in their communities in their written plan to access federal funds provided by the Family First Prevention Services Act (Sec. 32).
Amends Section 18901.58 of the Welfare and Institutions Code to require the State Department of Social Services to develop a strategic plan for the department's methodology and outreach strategies in order to maximize benefits to those eligible for the CalFresh program (Sec. 33).
Amends Section 16523.1 of the Welfare and Institutions Code to extend the waiver for a grantee to seek reimbursement of funds from the Housing and Disability Income Advocacy Program (Sec. 28).
Amends Section 16501 of the Welfare and Institutions Code to require placing agencies to document the occurrence and summary of the child and family team meeting on a specified form developed by the State Department of Social Services (Sec. 26).
Amends Section 16560 of the Welfare and Institutions Code to require all placing agencies to ensure completion of the Integrated Practice-Child and Adolescent Needs and Strengths (IP-CANS) assessment for every child and non-minor dependent placed in foster care (Sec. 30).
Amends Section 11325.2 of the Welfare and Institutions Code to require recipients of the CalWORKS program to receive a combined appraisal and orientation to the welfare-to-work program (Sec. 14).
Amends Section 706.5 of the Welfare and Institutions Code to require counties to schedule an appraisal of the strengths and skills of certain recipients of CalWORKS funds (Sec. 18).
Amends Section 11327.4 of the Welfare and Institutions Code to require the imposition of benefit sanctions on CalWORKS recipients who fail or refuse to follow program requirements (Sec. 21).
