Vote to concur with Senate passage and pass a bill that authorizes and regulates the sale and distribution of kratom in Rhode Island.

Highlights:

• Authorizes and regulates the distribution of the product known as "kratom", and would prohibit the adulteration of kratom with a dangerous non-kratom substance to render the product injurious to a consumer (Sec. 1-5).

• Requires that any kratom product contain adequate labeling directions necessary for safe and effective use by consumers (Sec. 1-5).

• Defines “Kratom” as any part of the leaf of the plant Mitragyna speciosa (Sec. 1-5).

• Defines “Kratom product” as a product containing any part or extract of the leaf of the plant mitragyna speciosa or an extract thereof, including concentrated forms of kratom and products composed of kratom and other ingredients (Sec. 1-5).

• Establishes and creates a framework for how kratom and various products that contain kratom should be taxed and regulated (Sec. 1-5).

• Specifies that the provisions of this bill shall take effect beginning April 1, 2026 (Sec. 6).
