Title: Appropriates Funding for the Alaska State Capitol Budget
Vote to pass a bill that appropriates funding for the Alaska state capitol budget.
Appropriates $2.9 billion from the Alaska General Fund and other funds in FY 2025-2026, including for the following purposes (Sec. 1-3):
$86.4 million to the Alaska Department of Commerce, Community, and Economic Development for the Alaska Energy Authority;
$38.1 million to the Alaska Department of Education and Early Development for the Major Maintenance Grant Fund;
$31.5 million to the Alaska Department of Environmental Conservation for the Clean Water and Drinking Water Capitalization Grants;
$437.9 million to the Alaska Department of Environmental Conservation for village safe water and wastewater infrastructure projects;
$37.8 million to the Alaska Department of Environmental Conservation for the Water Infrastructure Improvements for the Nation Act (WIIN) grants;
$20 million to the Office of the Governor for statewide deferred maintenance, renovation, and repair;
$14.1 million to the Alaska Department of Health for the provider services module for the Alaska Medicaid Program;
$14.8 million to the Alaska Department of Military and Veterans Affairs for state homeland security grant programs;
$12 million to the Alaska Department of Natural Resources for cooperative forestry and fire programs;
$49.4 million to the Alaska Department of Revenue for the Alaska Housing Finance Corporation;
$26.4 million to the Alaska Department of Transportation and Public Facilities for marine highway system vessel overhaul, annual certification, and shoreside facilities rehabilitation;
$18.2 million to the Alaska Department of Transportation and Public Facilities for west coast resiliency projects;
$39 million to the Alaska Department of Transportation and Public Facilities for state equipment fleet replacement;
$10 million to the Alaska Department of Transportation and Public Facilities for the Ted Stevens Anchorage International 10MW solar array;
$77.7 million to the Alaska Department of Transportation and Public Facilities for federal matching programs;
$62.8 million to the Alaska Department of Transportation and Public Facilities for state matching programs;
$513.6 million to the Alaska Department of Transportation and Public Facilities for the Airport Improvement Program;
$1.06 billion to the Alaska Department of Transportation and Public Facilities for the Surface Transportation Program;
$139 million to the Alaska Department of Transportation and Public Facilities for rural ferry grants; and
$100.75 million to the University of Alaska;
Appropriates $78 million from the Alaska General Fund and other funds in FY 2025-2026 for the following purposes, including $66.9 million to the Alaska Department of Commerce, Community and Economic Development for the Alaska Oil and Gas Conservation Commission (Sec. 4-5).
Establishes maximum account balances and authorizes the appropriation of excess and other revenues and funds (Sec. 9-23).
Specifies that specific provisions shall take effect contingent upon the passage of specific legislation and fulfillment of other conditions (Sec. 25).
