Vote to amend and pass a bill that requires public records of all government-run artificial intelligence systems in Texas.

Highlights:

• Requires the collection of an inventory of artificial intelligence systems, including heightened scrutiny artificial intelligence systems, used by each state agency (Sec. 2).

• Requires state agencies deploying artificial intelligence systems to provide an evaluation of the purpose of and risk mitigation measures for each artificial intelligence system, and an analysis of each system’s support of the agency’s strategic plan (Sec. 3).

• Requires local governments to complete a review of the deployment and use of heightened scrutiny artificial intelligence systems (Sec. 3).

• Requires the establishment of an Artificial Intelligence System Code of Ethics, which must address the following (Sec. 5):

• Human oversight and control;

• Fairness and accuracy;

• Transparency, including consumer disclosures;

• Data privacy and security;

• Public and internal redress, including accountability and liability; and

• The frequency of evaluations and documentation of improvements.

• Requires state agencies and local governments to adopt the Artificial Intelligence System Code of Ethics (Sec. 5).

• Requires the development of minimum risk management and governance standards for the development, procurement, deployment, and use of heightened scrutiny artificial intelligence systems by a state agency or local government (Sec. 5).

• Specifies that the minimum standards must be consistent with the Artificial Intelligence Risk Management Framework published by the National Institute of Standards and Technology (Sec. 5).

• Requires the development of educational materials on artificial intelligence systems to promote the responsible use of the systems and awareness of the risks and benefits of their use, as well as explain consumer rights in relation to the systems (Sec. 5).

• Establishes a Public Sector Artificial Intelligence Advisory Board to assist state agencies in the development, deployment, and use of artificial intelligence systems (Sec. 5).

• Requires the Attorney General to establish a web page that allows individuals to report a complaint relating to artificial intelligence systems (Sec. 5).

• Requires state agencies and local governments that deploy or use an artificial intelligence system that is public-facing or is a controlling factor in a consequential decision to include a notice on all related applications, websites, and public computer systems (Sec. 5).
