  • Establishes the training wage rate at thirteen dollars and fifty cents per hour through 2026, then increasing by one-and-a-half percent, rounding to the nearest cent (Sec. 2). 

  • Prohibits employers from paying the training wage rate if the hours of another employee are reduced or if they are laid off (Sec. 2).
