  • Requires employers hiring student-learners as part of a bona-fide vocational training program to pay the student wage of at least seventy-five percent of the minimum wage rate (Sec. 1). 

  • Authorizes an employer to pay a new employee a training wage rate for 90 days from the hiring date, so long as the employee is at least 16 years of age and younger than 20 years of age, and is employable in the United States (Sec. 2). 

  • Establishes the training wage rate at thirteen dollars and fifty cents per hour through 2026, then increasing by one-and-a-half percent, rounding to the nearest cent (Sec. 2). 

  • Prohibits employers from paying the training wage rate if the hours of another employee are reduced or if they are laid off (Sec. 2).
