Title: Prohibits Phone Usage for Students While at School

Vote to pass a bill that prohibits phone usage for students while at school in grades K-12 in Illinois.

Highlights:

  • Requires all school boards to adopt and implement a wireless communication device policy on or before the 2026-2027 school year in Illinois (Sec. 10-10.88).

  • Defines “wireless communication device” as any of the following (Sec. 10-10.88):

    • Cell phones;

    • Tablets;

    • Laptops;

    • Gaming devices; or

    • Smartwatches.

  • Specifies that the policy must accomplish all of the following (Sec. 10-10.88):

    • Prohibit students from using wireless communication devices during instructional time;

    • Include guidance for the storage of students’ wireless communication devices during instructional time; and

    • Include provisions that ensure the policy is reviewed at least once every 3 years.

  • Specifies that the provisions of this bill do not apply in the case of an emergency or if a student has been asked to use their wireless communication device for instructional purposes (Sec. 10-10.88).

  • Specifies that “instructional time” does not include recess, passing time, or lunch (Sec. 27A-5.3).
