Vote to pass a bill that requires school districts to define bullying and cyberbullying in Arizona.

Highlights:

• Specifies bullying as a single significant act or a pattern of acts by an individual or multiple students directed at another student exploiting an imbalance of power. This can involve written expression, verbal expression, expression through electronic means, or physical conduct. This act can occur on school grounds, at a school-sponsored event, or on transportation to and from the school, and meets any of the following (Sec. 1):

• Results in the physical harm of a student, substantial negative mental health effects to a student, or damage to the student's property; 

• The conduct or threat is sufficiently severe, persistent, and pervasive enough to create an intimidating, threatening, or abusive educational environment for the student;

• Materially and substantially disrupts the educational process or the orderly operation of a classroom or school;

• Infringes on the rights of a student at school.

• Defines substantial cyberbullying as bullying which is conducted through an electronic communication device, including (Sec. ):

• Any conduct or communication that is delivered to school property;
